Dear Sir,

I shall feel very much obliged if you will kindly

grant me an advance of several thousand dollars in connection

with the various Government 3ildings, I make this application

owing to the near approach of the great Chinese Dragon Boat

festival which takes place on the 7th instant, there is a cus-

tom prevailing that all Chinese accounts must be paid up before

the festival, and I trust you will grant my request as soon as

possible for which please accept my best thanks in advance.

whole month of Kay in trust as usual and it might be permitted

if it does not lead to creating a precedent.

Is there any considerable sun which can be paid to this

contractor on the various works he is engaged upon ?

The contractor has made no effort to push forward

any of the works during the past month and very little progress

has been made. The months certificates will probably not exceed

the following amounts;-
